Who Handles Wheaton Records

Wheaton has no city hall, no city clerk, and no municipal government. It is a census-designated place. This means every public record connected to Wheaton is filed and kept by Montgomery County or a Maryland state agency. There is no separate city database to search, no local FOIA office to call, and no town council with its own records. All roads lead to county agencies in Rockville or state offices in Baltimore.

One distinction sets Wheaton apart from other unincorporated communities in the county: it has a designated Urban District, managed by Montgomery County. The Urban District exists to coordinate redevelopment, maintenance, and improvement projects in the Wheaton commercial and residential core. Records tied to those programs, including capital project documents and redevelopment approvals, are held by the county's Planning and Capital Programs offices.

Montgomery County's main offices are at 101 Monroe Street, Rockville, MD 20850. General county inquiries can be directed to (240) 777-0311. For most records, though, you will want to go directly to the office that handles the specific record type you need, as outlined below.

MPIA Requests for Wheaton Records

Maryland's Public Information Act lets anyone inspect and copy most government records. For Wheaton, all MPIA requests go to the relevant Montgomery County department. Each department has its own MPIA contact, and the county's website lists them all by department name.

Write your request clearly. State at the top that it is an MPIA request. Include your name, mailing address, and a phone number. Describe the records as specifically as you can -- dates, case numbers, names, and locations help narrow the search and speed up the response. Montgomery County departments have up to 30 days to respond, but many reply sooner.

If a record contains both public and exempt information, the agency must give you the public portions and redact only the exempt parts. Exempt categories include active investigation files, personal medical records, personnel files, and certain firearm records. Denials can be appealed in writing to the department head or to a Maryland court. For police records MPIA requests, contact the Records Division directly at (240) 773-5330 or Records.MCPD@montgomerycountymd.gov.
