Montgomery County Jurisdiction Over Aspen Hill

Aspen Hill has no city hall, no city clerk, and no local government of its own. There is no municipal police force, no town council, and no city courts. Because it is an unincorporated CDP, every public record connected to this community is filed and kept by a Montgomery County agency or a Maryland state office. That is not a complication -- it just means you need to know which county office to contact.

Montgomery County is based in Rockville at 101 Monroe Street and can be reached at (240) 777-0311 for general inquiries. The county operates an organized records infrastructure. Most departments offer online portals, mail-in options, and in-person service windows. The right starting point depends on what type of record you need.

For most people, the search comes down to one of four categories: police records, court records, property records, or vital records. Each category has a different county office. The sections below cover each one in detail with addresses, phone numbers, and step-by-step guidance.

There are three ways to request records. Online is the most common: create an account through the MCPD Records Center, upload a copy of your photo ID, choose "Submit a Records Request," select "Police Incident Report," and pay the $10 fee by credit card. Mail requests also work -- send a completed form, a photo ID copy, a self-addressed stamped envelope, and a $10 check payable to "Montgomery County Government, Maryland" to the Gaithersburg address above. In-person visits are accepted during business hours; call ahead at (240) 773-5330 first to confirm the report is ready.

The fee is $10 per report for both incident and accident reports. Photocopies of other records cost $0.25 per page. Reports are generally available 3 to 5 days after the incident. MPIA requests may take up to 30 days for a full response.

Not every report is released to every requester. MCPD verifies that the person requesting a report is an involved party in the incident. Active investigation files, juvenile records, personnel files, and victim-identifying information from certain crimes are not released to the public.

The MCPD records request page outlines exactly what you need to include in a request and what types of documents are available. The screenshot below is from that page.

MPIA Requests for Aspen Hill Records

Maryland's Public Information Act gives any person the right to inspect and copy most government records. For Aspen Hill residents, all MPIA requests go to the relevant Montgomery County department. Each department has its own designated MPIA contact. The county's Office of Public Information maintains a directory of those contacts.

When you write an MPIA request, state at the top that it is an MPIA request. Include your full name, mailing address, and a daytime phone number. Describe the records you want as clearly as you can. Include date ranges, case numbers if you have them, and names of any people or addresses involved. The more specific you are, the faster the process goes.

County departments have 30 days to respond, though many respond faster. If part of a record is exempt, the department must still give you the non-exempt portions. Exempt categories include personal medical information, active law enforcement investigation files, personnel records, and certain firearm records. You can appeal a denial in writing to the department head or to the Maryland courts.

For police records specifically, the MPIA contact is the Records Division at (240) 773-5330 or Records.MCPD@montgomerycountymd.gov. For other county departments, check the county's website at montgomerycountymd.gov to find the right contact for your request type.
