Most records from the Harford County Sheriff's Office cost $5. Reports longer than 9 pages carry additional per-page charges. Video footage on CD, DVD, or thumb drive adds $20 to the base fee. The base fee for misconduct or internal affairs records is different: the first two hours of staff time are free, then the rate jumps to between $64.75 and $99.07 per hour depending on staff rank, and a deposit may be required for large requests.
Fee waivers are available for people who cannot pay. You submit an Affidavit of Indigency with your request. The agency may also consider waiver requests based on public interest, though those are handled case by case. If a request is going to cost more than what you authorized, the agency will contact you before proceeding.
Completed incident reports, accident reports, arrest records, and crime statistics are generally public. Active investigations are not released. Juvenile arrest records require a court order. Child abuse and neglect records are similarly restricted. Records that could compromise the safety of officers, witnesses, or victims may be withheld or redacted in part.
