Bel Air South Public Records Overview
How Records Work in Bel Air South
Bel Air South is not the same as the Town of Bel Air. The Town of Bel Air is an incorporated municipality and the Harford County seat. Bel Air South is a separate unincorporated area next to it. That distinction matters when you're looking for records, because incorporated towns sometimes maintain their own police or clerk offices. Bel Air South does not. Everything runs through Harford County.
Maryland's Public Information Act (MPIA) covers all records held by state and county government agencies. It presumes records are public unless a specific exemption applies. Most requests must receive an initial acknowledgment within 10 business days and a full response within 30 days. The first two hours of search time are free. After that, fees are billed at the hourly rate of the staff doing the work.
For Harford County Sheriff's Office records, a dedicated PIA Liaison handles all requests. Michelle Hanks can be reached at (443) 409-3403 or hanksm@harfordsheriff.org. For general county government records outside the sheriff, requests go through individual departments or the County Council PIA email at PIARequest@HarfordCountyCouncil.com.
The Harford County Clerk of Court page is shown below. It lists court contact details and links to services available through the clerk's office for cases filed in Harford County.

HCSO Records Fees and What Gets Released
Most records from the Harford County Sheriff's Office cost $5. Reports longer than 9 pages carry additional per-page charges. Video footage on CD, DVD, or thumb drive adds $20 to the base fee. The base fee for misconduct or internal affairs records is different: the first two hours of staff time are free, then the rate jumps to between $64.75 and $99.07 per hour depending on staff rank, and a deposit may be required for large requests.
Fee waivers are available for people who cannot pay. You submit an Affidavit of Indigency with your request. The agency may also consider waiver requests based on public interest, though those are handled case by case. If a request is going to cost more than what you authorized, the agency will contact you before proceeding.
Completed incident reports, accident reports, arrest records, and crime statistics are generally public. Active investigations are not released. Juvenile arrest records require a court order. Child abuse and neglect records are similarly restricted. Records that could compromise the safety of officers, witnesses, or victims may be withheld or redacted in part.
The Harford County homepage (shown below) is also the starting point for non-police records requests, including planning, permits, and health department matters.
The site links to each department's contact page so you can reach the right office without going through a general switchboard.
